QSSI Awarded the HUD Physical Assessment Subsystem (PASS) Contract

Columbia, MD — October 25, 2009 – Maryland-based Quality Software Services, Inc (QSSI) was recently awarded a prime contract with the Housing and Urban Development (HUD) to provide technical support services for the Public and Indian Housing, Real Estate Assessment Center (PIH-REAC) Physical Assessment Subsystem (PASS) effort. QSSI will be responsible for providing system development, maintenance, operations and technical support services for the existing PASS system in ColdFusion and SQL, as well as the development of the new system using Java and Oracle.

The PIH-REAC is responsible for capturing, standardizing, and evaluating data from a portfolio of properties in which HUD has a financial interest or a statuary obligation to monitor. The REAC assesses the following areas: 1) physical condition, 2) financial condition, 3) management capacity, and 4) tenant satisfaction surveys for Public Housing and Multifamily properties. The PASS provides the means to assess the physical condition of these properties in the HUD portfolio. PASS is the cornerstone of the PIH-REAC suite of solutions and is the largest most complex subsystem in the inventory.

QSSI will support PIH-REAC for verifying that all products and services submitted for PASS maintenance and development are in compliance with HUD Software Development Methodologies (SDM) including change management, configuration management, database administration, data storage, data conversation, technical architecture, systems management, and security management.
